As seen from Buffalo City Hall in 1969, the neighborhood was largely vacant lots. Near the I-90 and 4th street are the remaining buildings of the Pitts manufacturing complex, described here and here.

The same view in 1978. By this time, the Thruway ramp had covered most of the land between Carolina and Virginia Streets. The Shoreline and Pine Harbor Apartments had been constructed.
